OXFORD TOWNSHIP
LAND USE BOARD MEETING
SEPTEMBER 12, 2005
Chairman Ischinger called the
meeting to order at 7:40 p.m.
ADEQUATE NOTICE was given as
follows: Notice was sent to the Star
Gazette and Express Times. Notice was posted on the
Municipal bulletin
Board in the Township Administration building in
Oxford Township,
New Jersey, and notice was filed with the Township
Clerk.
ROLL CALL:
Members Present: Mr. Ischinger, Dr. Yeager, Ms.
Smorzaniuk, Mr. Rosenberg,
Mr. Cratch, Ms. Accetturo, Ms. Ciaburri, Mr. Dresser
Members Absent: Mayor Lazorisak, Mr. Calabrese
Also Present: Engineer M. Finelli, Attorney M.
Garofalo
MINUTES: A motion to approve the
minutes of the August 8, 2005 meeting
as written was made by Dr. Yeager, seconded by Mr.
Dresser, all ayes motion
carried.
ZONING OFFICER’S REPORT: August
zoning report.
The zoning officer submitted his report for August
2005.
Five permits approved, one permit denied, multiple
calls and questions.
COMPLETENESS ITEMS:
1. Vernon Pensyl – Completeness
review for a Variance application
for Block 24, Lots 30 & 35 located at 175 Belvidere
Avenue.
A motion to deem the application incomplete per the
Engineer’s
letter dated September 8, 2005 was made by Dr.
Yeager, seconded
by Ms. Smorzaniuk, Vote: Yeager, Smorzaniuk,
Ischinger, Rosenberg,
Cratch, Accetturo, Ciaburri, Dresser – Ayes, 0 –
Nay, 0 – Abstain,
motion carried. The applicant will be permitted to
proceed with a
public hearing date of October 3, 2005 if all
deficient items are
provided to the Township Engineer by September 23,
2005 and when the
application is deemed complete at the October 3,
2005 meeting.
2. Wall Street Partners LLC/ Samir
Elbassiouny – Completeness review for a Site
Plan and Minor Subdivision application with Variance
relief for Block 6, Lot 4
located on Wall Street. A motion to deem the
application incomplete
per the Engineer’s letter dated September 12, 2005
was made by Ms.
Smorzaniuk, seconded by Ms. Ciaburri, Vote:
Smorzaniuk, Ciaburri,
Ischinger, Yeager, Rosenberg, Cratch, Accetturo,
Dresser – Ayes, 0 – Nay,
0 – Abstain, motion carried. The applicant will be
permitted to proceed
with a public hearing date of October 3, 2005 if all
deficient items are
provided to the Township Engineer by September 23,
2005 and when the
application is deemed complete at the October 3,
2005 meeting.
3. Organic Aggregates, Inc. –
Completeness review for a Preliminary Site Plan
application for Block 26, Lot 87 located on Quarry
Road.
A motion to deem the application incomplete per the
Engineer’s letter dated
September 12, 2005 was made by Mr. Rosenberg,
seconded by Mr. Ischinger,
Vote: Rosenberg, Ischinger, Smorzaniuk, Cratch,
Accetturo, Ciaburri, Dresser –
Ayes, 0 – Nay, Yeager – Abstained, motion carried.
The applicant will be
permitted to proceed with a public hearing date of
October 3, 2005 if all
deficient items are provided to the Township
Engineer by September 23, 2005
and when the application is deemed complete at the
October 3, 2005 meeting.
4. John & Jacqueline Edmonds –
Second Completeness review for
Minor Subdivision Application with Variance relief
for Block 24,
Lot 63 located at 111 Belvidere Ave., Oxford NJ.
A motion to deem the application conditionally
complete per the Engineer’s
letter dated September 8, 2005 was made by Mr.
Ischinger, seconded by Ms.
Smorzaniuk, Vote: Ischinger, Smorzaniuk, Yeager,
Rosenberg, Cratch,
Accetturo, Ciaburri, Dresser – Ayes, 0 – Nay, 0 –
Abstain, motion carried.
This application has been scheduled for public
hearing for October 3, 2005.
PUBLIC COMMENT:
Angelo Accetturo of 222 Belvidere Avenue.
Mr. Accetturo asked if the Quarry Rd. application
was strictly for the manufacturing
of the crushed glass or does that include the slag,
Mr. Finelli stated both.
MAYOR’S REPORT:
Deputy Mayor Mr. Rosenberg briefed the Board on the
hiring of a new police
officer.
Highlands Commission – Engineer M. Finelli stated
Maser has not forwarded
the information as of yet, the resolution has been
passed, there would be minor
changes to the information.
Mr. Rosenberg stated Ox-wall negotiations for
demoliation is forthcoming.
Mr. Rosenberg stated a successful negotiation with
Covanta Energy has been
reached regarding the twenty year community
agreement. A healthy contribution
will be made to the Township for the ball fields
after a sewer issue is settled.
VOUCHERS:
A motion to approve the vouchers submitted for
payment was made by Mr. Dresser,
seconded by Ms. Smorzaniuk, all ayes motion carried.
Adjournment: 8:30 p.m.
With no further business before the Board and no
public comment offered the
meeting was adjourned.
