OXFORD TOWNSHIP
LAND USE BOARD MEETING
MARCH 13, 2006
Chairman Donald Niece called the
meeting to order at 7:30 p.m.
ADEQUATE NOTICE was given as
follows: Notice was sent to the Star
Gazette and Express Times. Notice was posted on the
Municipal bulletin
Board in the Township Administration building in
Oxford Township,
New Jersey, and notice was filed with the Township
Clerk.
ROLL CALL:
Members Present: Mayor Accetturo, Mr. Niece, Dr.
Yeager, Ms. Smorzaniuk,
Mr. Lazorisak, Mr. Cratch, Mr. Calabrese, Mr.
Ischinger
Members Absent: Ms. Accetturo, Mr. Dresser
Also Present: Attorney M. Garofalo, Engineer M.
Finelli
COMMUNICATIONS: A list was
provided to the Land Use Board
members.
MINUTES: Minutes from the February
13, 2006 meeting.
A motion to approve the minutes from the February
13, 2006 meeting was made
by Ms. Smorzaniuk, seconded by Dr. Yeager, Vote:
Smorzaniuk, Yeager,
Cratch, Accetturo, Calabrese, Niece – Ayes, 0 – Nay,
Lazorisak – Abstained,
motion carried.
ZONING OFFICER’S REPORT: February
zoning report.
The zoning officer submitted his report for February
2006. Three permits were
issued, zero were denied, multiple calls and
questions.
RESOLUTIONS:
1. Verdon Pensyl – Resolution for approval of a
variance application
for Block 24, Lots 30 & 35. This application
received approval on
February 13, 2006. A motion to approve was made by
Mr. Cratch,
seconded by Ms. Smorzaniuk, Vote: Cratch,
Smorzaniuk, Niece,
Calabrese, Yeager – Ayes, 0 – Nay, 0 – Abstain,
motion carried.
COMPLETENESS ITEMS:
1. Margaret C. Bray – Completeness review for a
Minor Site Plan application
for Block 6, Lot 1 located at 47A-C Wall Street. A
motion to deem the
application complete per the Engineer’s letter was
made by Mr. Lazorisak,
seconded by Ms. Smorzaniuk, all ayes motion carried.
This application has
been scheduled for public hearing on April 10, 2006.
2. Neil Campbell – Second completeness review for a
variance application
for Block 24, Lot 48.01 located at 37 Snyder’s Lane.
A motion to deem the
application complete per the Engineer’s letter was
made by Mr. Cratch, seconded
by Mr. Calabrese, all ayes, motion carried. This
application has been scheduled
for public hearing on April 10, 2006.
DISCUSSION ITEMS:
1. Organic Aggregates Inc./James Popinko –
Discussion regarding the glass
recycling operation for Block 26, Lot 87. Attorney
M. Garofalo stated there had
been no contact from the applicant with anyone.
Attorney Garofalo suggested
giving the applicant a little more time, and this
would be an enforcement matter.
Attorney Garofalo stated he would forward any
letters to the Township
committee.
PUBLIC COMMENT:
Mr. Hibbitt submitted a petition from his neighbors
and photographs of a neighbors
pole barn currently under construction. Attorney M.
Garofalo stated this could be pending
litigation and the Land Use Board did not have
jurisdiction over the issue and
therefore should not discuss it.
Ms. Mulligan asked how the
ordinance read for sewers, per building or per unit.
Ms. Mulligan was referred to the ordinance chapter
77A- Sewers.
MAYOR’S REPORT:
Mayor Accetturo briefly reviewed the following
subjects:
* PUMA meeting options
* Ballfield bids
* Coachlight funding
Deputy Mayor Lazorisak briefly reviewed the
following subjects:
* HRAD pulled
* TDR meeting
* Regional masterplan
Engineer M. Finelli and Attorney
M. Garofalo briefly updated the board on
the status of the Land Use Board classes.
VOUCHERS:
A motion to approve vouchers submitted for payment
was made by Dr. Yeager,
seconded by Mr. Calabrese, all ayes motion carried.
ADJOURNMENT: 8:15 p.m.
With no further business before the board and no
further public comment offered
the meeting was adjourned.
