OXFORD TOWNSHIP
LAND USE BOARD MEETING
AUGUST 14, 2006

Chairman D. Niece called the meeting to order at 7:40 p.m.

ADEQUATE NOTICE was given as follows: Notice was sent to the Star
Gazette and Express Times. Notice was pasted on the Municipal bulletin
Board in the Township Administration building in Oxford Township, New
Jersey and notice was filed with the Township Clerk.

ROLL CALL:
Members Present: Mayor Accetturo, Mr. Niece, Dr. Yeager, Mr. Lazorisak,
Mr. Cratch, Ms. Accetturo, Mr. Calabrese, Mr. Isehinger, Mr. Dresser
Members Absent: Ms. Smorzaniuk
Also Present: Attorney M. Garofalo, Engineer M. Finelli

COMMUNICATIONS: A list was provided to the Land Use Board members.

MINUTES: Minutes from the June 12, 2006 meeting,
A motion to approve the minutes from the June 12, 2006 meeting with corrections
was made by Mr. Ischinger, seconded by Ms. Accetturo, all ayes motion carried.
Mr. Lazorisak abstained.

ZONING OFFICER'S REPORT: June and July zoning reports.
The zoning officer submitted his reports for June and July 2006.
The zoning officer reported for June 2006 ten permits were issued, zero were denied,
there were multiple calls and questions.
The zoning officer reported for July 2006 six permits were issued, zero were denied,
there were multiple calls and questions.

COMPLETENESS:
I. Karen Nyland - Completeness review for a conditional use variance for
Block 25 Lot 28 located at 32 Bush Street.
The applicant was represented by Attorney A. Lowcher. Engineer M. Finelli
recommended the application be deemed complete per his August 10, 2006
review letter. A motion to deem the application complete was made by Ms.
Accetturo, seconded by Mr. Cratch, all ayes motion carried.
The public hearing for this application will be September 11, 2006.

2. Jennie Bertoline -- Completeness review for a variance application for
Block 47 Lot 24 located at 31 Snyder's Lane.
Engineer M. Finelli recommended the application be deemed incomplete per
his August 9, 2006 review letter. A motion to deem the application incomplete
was made by Dr. Yeager, seconded by Mr. Ischinger, all ayes motion carried.

3. Thomas Garland - Completeness review for a boundary line adjustment for
Block 26 Lot 92 located at 96 Mt, Pisgah Avenue.
Engineer M. Finelli recommended the application be deemed incomplete per his
August 10, 2006 review letter. The board agreed the applicant could proceed with
his public hearing in September if he supplied the engineer the missing items
within seven days per the August 10, 2006 review letter.
A motion to deem the application incomplete was made by Mr. Lazorisak,
seconded by Mr. Ischinger, all ayes motion carried.

4. Ordinance 2006-17 amendment for the Oxford Township Central Business
district: Mayor Accetturo briefly explained the proposed ordinance amendment
and how it would improve the property maintenance code.

PUBLIC HEARING & DISCUSSION ITEMS:
1. The board had a brief discussion on the definition of echo housing.
2. Attorney M. Garofalo will be reviewing comments #1 & #2 of the resolution for Dan
Maur Builders as requested.

PUBLIC COMMENT: No public comment was offered at this time,

MAYOR'S REPORT: Mayor Accetturo briefly reviewed the following subjects:
* Oxford Furnace Summer festival
* Oxford Textile site
* Status of Mt. Pisgah Ball fields

VOUCHERS: A motion to approve vouchers submitted for payment was made by
Mr. Lazorisak, seconded by Mr. Calabrese, all ayes motion carried.
